Ordinance seeks official publication for Cagayan Province

Tuguegarao City, Philippines – The Sangguniang Panglungsod member Estelita Dayag has filed an ordinance for the establishment of an official publication of the local government unit (LGU).


Co-sponsored by four other Sangguniang Panglungsod members, the ordinance cited the provision of the Philippine Constitution on the right of every Filipino to information on matters of public concern that should be recognized.

It said that under Republic Act 7160 or the Local Government Code of 1991, publications of significant local government decisions and actions such as passage of tax ordinances and those of penal sanctions are required. The ordinance, now on its second reading, also cited a memorandum from the Department of Interior and Local Government (DILG) dated August 31, 2010 which required the full disclosure of local budgets and finances as well as bids and public offerings.


“The posting and publication requirement for local government decisions and action acknowledges a mechanism to chronicle them to keep people informed on public concern and activities,” Dayag said. To be known as “ Ordinance Establishing an Official Publication of the Local Government of Tuguegarao City, Dayag said the publication will come in the form of a newspaper which shall appear on a quarterly basis or issued every three months.

The ordinance has suggested “LGU Tuguegarao City Gazette” as the name of the official publication and will be manned by at least five individuals including writers as members of the editorial board. Once approved, eight offices of the city government unit have been tasked to provide the necessary materials for the publication.

It will be the first time that the city government will have an official publication since its establishment as a city in 1998. The other co-sponsors of the ordinance included councilors Bienvenido De Guzman, Rosauro Resuello, Noel Mora and Jude Bayona.
